As I understand it the job of moderator is not restricted to nodelisted Sysops.

As such a requirement to crashmail you is basically saying "nodelisted
sysops only".  A user cannot crashmail you (unless their sysop agrees
- and most won't).

Oh, and many people do not have access to Internet either.
