But - so far - accession has always resulted in an influx of capital. 
Local banks often fail, leaving the only option for financing
infrastructure investment the "old country" banks.  They will
only invest in brand new machinery installed in the most modern factories. 
Laugh all you like, but walk around the old East Germany or Poland.
