Nah, if the Dems do manage to take control of one or both Congressional
houses he'll simply have his people continue to stonewall.

Dems will have to sue, courts will have to decide as years pass, meanwhile
various parties will fulminate for/against imperial power grabs and the New
American Monarchy, pundits and lawyers will prosper, the rich will get
richer, the poor will get poorer, the GOP will continue to sell what's left
of America to the highest bidders, etc, etc.
