I tried calling the admin office of a small airline one day and
got a long delay then a fast busy.  Called the toll carrier who
said it seemed to be a local telco problem gave me the number of
NYNEX repair for New hampshire.
NYNEX agreed it was a problem but didn't know if it was a
c.o.switch or on the sub's pbx and had a problem finding someone
who knew how to tell what the problem was.
I suggested they escalate it to a foreman and lady said it was at
that very moment in the hands of a supervisor.
Can just see the look one someone whose pbx had a major problem
like a cable cut wondering how to report the problem when a
convoy of telco repairmen pull up seemingly without being asked
to, to fix the fault.
I should have asked NYNEX if calling the new hampshire Public
Utilities Commissioner who is in Concord might be of assistance
to them.
They'd probably have escalated the trouble to a level 5 manager
at that suggestion and called in the troops from maine, mass,
Connecticut and their lawyers from Philadelphia.
They agreed there are a lot of Philadelphia lawyers in the 215
area code.  But hopefully they are licensed to practice before
the PUC in the 603 area code!
How to give NYNEX a conniption:
Say you were referred to them by your dear friend of many years,
the P.S.C. Commissioner of New York who said it seemed NYNEX was
the firm that needs to respond to the problem and mention you're
going golfing with him today at 1 p.m. sharp.
