Does strlen count bytes outside the char range?

For example:
1. If someone had "Smart Quotes" turned on in Word. 2. Saved it
as text only.
3. And I fgets a string.
4. strlen( string )    "cat" =  3  =  "99,97,116"
5.  strlen( string )    "cat's" =  5  =  "99,97,116,96,115"
6.  strlen( string )    "cat's" =  4  = 
"99,97,116,"157",115"
