Depends what you mean with "official". There is FSC-0074:

     CONFERENCE is the name of the conference. The
     conference name is composed of ASCII characters in
     the range 33 to 96 and 123 to 126.  The conference
     name shall be no more than 60 characters in length.

I assume this maximum length was chosen because of the standard 80 character
width of the terminal. I don't interpret it as a hard limit, but I don't see
the need for longer names (not sure if there are newsgroups that have longer
names)
