That has never been clear.  Those claiming that anything other than
"victory" in Iraq is acceptable have been unable to specify what
that means.

The Bush people, eschewing advice from both the US military and our allies,
did no planning for anything beyond the ouster of Saddam, because
everything after that was supposed to fall right into place.

No one has defined it beyond vague visions of a liberally democratic Iraq
that is friendly to Western ideals.
