Natural airflow exists as long as there is ascending heated air and
suitably located intake/exit openings. Besides, of course, there are
both heat transfer and radiation existing in various degrees in every
system. I just don't feel ready to discuss the actual watts and kelvins,
but given that fanless laptops existed at least once in history, some
hardware seems to fit in even tighter constraints.

Don't know/care. Nevertheless, this is an example of nonsense that does
exist, according to some reviews of fanless PSUs I've encountered.

Yes, but the fanless design is untraditional enough - so why reiterate
this and other postulates? If you don't get the main point, I'll try to
make it explicit: I'm not advocating fanless systems based on mainstream
hardware. But if low-power components may be afforded, a fanless PSU
makes sense as long as it is properly engineered and the rest of the
system withstands an elevated ambient temperature.
