I don't think anyone has suggested that ISPs use standard Courier V.Es - they are an end user modem. As/when/if X2 is released, USR using end users should be able to use X2 with USR using ISPs The ratio of USR using ISPs (and users) is MUCH higher in the good ole US of A than it is here. David ps.
