President George W. Bush today announced his intention to appoint two
individuals and designate one individual to serve in his Administration.

The President intends to appoint Cornelius Williams Ruth, of Texas, to be
Commissioner of the United States Section of the International Boundary and
Water Commission (United States and Mexico).

The President intends to appoint R. Bruce LaBoon, of Texas, to be a Member
of the Board of Directors of the Mickey Leland National Urban Air Toxics
Research Center.

The President intends to designate Deborah Garza, of Illinois, to be Acting
Assistant Attorney General (Antitrust Division) at the Department of
Justice.
