If it's a cellular "look-alike," is it designed to operate on low band?
Even if it is, all the cell antennas I have seen are about a foot long
or less.  That is really too short to work very well on low band.  You
would be better off using the car radio antenna.

Sounds like a trunked system.  What band are they operating on?
