Yes -- they can enable direct ground-to-air communications, by putting FM
radios in aircraft. They've refused to do this for generations.

Surprise attacks are always possible -- you guard agains that by having
"eyes" on the less likely avenues of approach.
However, in battle, force counts. That means LOTS of troops. And avenues
of approach are capacitated -- you can't ram an armored corps down a cow
trail. That means the main force must follow the best, broadest routes.
There are few of those.
