I don't have much experience with XP but I think it's doable. From
what I understand Win98se is a good choice for doorgames but I don't
know that for sure either. I think w2k is also well liked by BBS ops.

I hear that! Max is available at maximus.sourceforge.net if you want
to go that route. I have run Max in 32 bit mode localy but not telnet.
I can't get it to run properly on this 64 bit amd or I would likely
be running max now. I must say that MBSE does perform nicely though,
so I'm a happy camper. :)
