 I take it you are unaware of QUAKE's Server-Client setup?, Even though I was 
talking about an INTERNET GAME its still the same with 2 player QUAKE, There 
is always one SERVER and CLIENT(s).  The Client (player) sends Movement
Requests and when you hit the fire button, while the SERVER sends Movement of
the player, Movement of the other players, and any other objects (Rockets in
flght, health on ground, Powerups on ground, How much Health/Armor you lose 
from a hit etc etc..)

 (Thats my understanding of it anyway)
