I wish I had something to offer.  Here in the USA we have a pretty big 
Federal hammer to use, and although our local school system has fallen all 
over itself to be helpful (however effective their efforts have been), in 
some places in our country the old attitudes still prevail over the law.
Make sure you get a list of credentials from the school's expert.
