I have an easy answer to that requirement. I tell our state officials
(Iowa) that our school year is 365.25 days and our educational time is 24
hours per day. The point is that home education can't be measured by the
same metrics applied to institutional schools, be they public or private.
To require home schoolers to "teach" for a certain amount of time each day
is to demonstrate beyond all doubt that the administration is ignorant of
this particular educational paradigm. Professional educators and education
bureaucrats, interestingly enough, tend to know less about education than
most parents.
