Because they don't want air units under Army control. To include FM radios
would indicate the mission of the Air Force is to support the Army.

It's often difficult to identify anything from a jet -- that's why FM
radios are needed, so men on the ground can identify the targets.

Certainly -- ALWAYS keep a reserve, and when the reserve is committed,
reconstitute it by grouping those troops who normally don't fight into an
ad hoc unit.
