Well, I'm sure the other two folks who were talking about this have tips for 
you too, but here you are:

 So, there you are, be sure you are dialed into your ISP before kicking the 
cmd file into action, should load a SCREEN full of java stuff, then a pause, 
then the nifty little ICQ panel should pop up on your desktop and make you 
all happyfied . As the other fella on here said who got it going first, 
there are a few bits missing, but it seems to work pretty well, all in all. 
This JAVA stuff might bear a closer look . Have fun.
