 There are books and charts that explain lots of this stuff, but I think you 
*are* interested in average wind speed. The storm winds might well be 
unusable because of damage potential, besides being too infrequent to rely 
upon.
Everything points to about 12mph as being a practical minimum average wind 
speed for a generator site.
