Hmmm!  Since fork() is a UNIX system call, and I'm not aware of a version of 
Watcom that targets any version of UNIX, looks like you are SOL.
Which OS is your App targeting?  For Win32, look at CreateProcess().  For 
Win16, the nearest system call is WinExec().
If you have access to internet news, there is an ongoing discussion of the 
diferences between the UNIX fork()/exec() functions and the Win32 
CreateProcess() function in comp.os.ms-windows.programmer.win32.
