The bank is responsible for crediting your payment on the day it
receives it or, if it arrives after a certain hour, on the next day
(holidays and weekends included) if you mail it to the billing
address. If you deliver it to any of their other addresses, they can
take up to five days longer. If they're slow in handling payments
inside the company, that's their fault, and they can't penalize you
for it.
I'm in Phoenix, and none of my payments sent to the East coast has
taken more than four days to arrive, usually three. I suggest you
contact the bank or Visa International (1-800-VISA-911) about this
problem.
