I agree with your observations.
The original 'model' was to retain fully qualified persons and
assign trainees so that they could replicate themselves (over
time) allowing for variations on the original that is the
natural consequence of personalities and varied abilities the
trainees will bring to the company.
I see the reverse when companies force out the experienced
people and replace them with two or even three inexperienced
people. The blind leading the blind. :-\
btw: "Overtime" in my world has always meant an increase in
pay for the 'overtime' hours worked (from 1.5x to as much as
3x normal hourly rates). With recent changes by our government
in the USA the word "overtime" is really just working additional
hours (often with ZERO additional pay) and not "overtime" in the
traditional sense it referred to at one time. The _reason_
for the increase in the hourly rate was intended to discourage
the practice of operating under-staffed though it obviously
didn't work out that way once medical insurance costs per
employee skyrocketed. :-\
