I think my model may help explain it.
As environmental adaptation increases
stabilizing selection increases and
directional and diversifying selection decreases,
(and vice versa. As environmental adaptation
decreases stabilizing selection decreases
and directional and diversifying selection
increases)
So in periods of high environmental adaptation,
(the do nothing periods) stabilizing selection
increases.
When low environmental adaptation occurs then
directional and diversifying selection increases.
