Correct -- many years ago, there was a debate in the intelligence world
over "intentions" versus "capabilities."  It was
resoundingly settled in favor of "capabilities."

An enemy can change his MIND in a heartbeat, but he cannot create
capabilities which do not exist without great effort and time.

If the enemy CAN do it, plan for it.
