Not according to The Telnet List and a few other BBS lists I've happened upon.

However, if you look very closely, you'll notice nearly all of the
"pay" BBSes are all Worldgroup-based systems.  I guess those
sysops have to recoup their multi-thousand dollar investments. :)

The Telnet List does, IIRC, make a distinction between "donations
accepted" and "pay-to-play" boards.  I haven't been on a pay
BBS in many, many years.  The last one I was on was in 1997 (it was a
16-line WG-based board in my local area in Texas).  That board died when
the Internet access explosion hit.
