I see two possible motivations for the newly proposed federal government
research on marijuana:  (1) They are looking for a gracious way out
of the reefer-madness hysteria that they have been disingenuously
propagating by spending millions on a study to "prove" or officially 
"discover" what is already known about the benefits of marijuana, and
thereby justify changing their rhetoric without admitting to lying.
(2) They are looking to buy an expensive, taxpayer-financed study that
says marijuana is evil so that they can then justify continuing their
reefer-madness based upon the "final, definitive, credible study" on
the issue.
Either way it's a red herring to lead everyone away from recognizing
the fundamental evil of Prohibition II, which is much more costly and
harmful to a free society of personally responsible adults than people's
use of any substance -- no matter how poisonous or addictive.  I have
yet to discover any reason as to why Clinton or anyone else should have
any say regarding how I live my life as long as I am not taking
anything that belongs to them away from them without their consent.
