There seems to be a BIOS issue here.

I removed the floppies, but before I trashed them I checked them one
more time, laying on the case frame and using the single floppy (end)
connector on the cable.  This one works.  That one works too!

I put one inside and hooked it up.  It worked.

I put the other one inside, set the BIOS to two floppies.  Neither
worked.  Disconnected the second one.  The first one worked.  Switched
connections from first to second.  Nothing.

I turned off the second floppy in the BIOS.  Now #2 works (still on the
end connector).

For fun I turned the second floppy back on in the BIOS.  Now #2 works -
same drive, same connection, but I had turned the second floppy off and
back on in the BIOS.  This makes no sense to me.  Maybe the old mobo was
pulling the same tricks and I wasted my money on a new one?  Bah. 
Humbug!
