You are right.  This is both a consequence of their own bents, and a
consequence of the inability of the Israelis to reward Palestinians who
have other, more peaceful strategies.

In a world of violence, the violent man is seen as doing SOMETHING, while
the man of peace is seen as only talking.  If the men of peace cannot
deliver, they cannot win support.  And  their ability to deliver is
contigent on the OTHER SIDE giving them something they can claim as a
victory.
