I'm running a 12000 bps modem and PPP. It's rare for the receive light to
flicker constantly, particularly when getting a page or file from the US.
Sometimes (mainly getting pages direct from my ISP) a faster modem would be
better than the 12k, but modem speed in the local loop is usually faster
than trans-Pacific throughput.

Why not try the 9600 and see how you go. If your downloads reach .9k per
second, a faster modem might up throughput. If they are less than .9k per
sec then the modem speed is not the limit.
