If you read the U.S. Constitution, you will find all of the
enumerated powers of the Federal government.  I don't see
the power to outlaw a plant in there.
Furthermore, since it was necessary to pass a Constitutional
amendment to outlaw alcohol, this would appear to confirm that
the government has no power to prohibit plants or drugs without
amending the Constitution.
