A nice easy one I can answer. Because OS/2 is multi-tasking it expects
to be able to use all the serial ports at once. IRQ 4 is used by COM1 so
you have an IRQ conflict. Change the COM3 IRQ to another free one
supported by the board. The usual possibilities are 2/9, 5 and 7 if
you have an 8 bit card.

That is because DOS only enables one serial port at a time, so while you
are using the modem COM1 interrupts are disabled.
