They should invent an outdialing system that delivers a voice message to the
correct party, say John Doe, by announcing the call is for him. If he is in
press #, and the system will wait, while repeating if this is John Doe press
77 to get your message, then deliver it. If it got a fax machine then it will
automatically pull the fax message and send it out. If answering machine it
can wait for the beep tone, then deliver a message. 
There is something called 
Wildfire that is used by the Hollywood stars, and is very effective for
reducing teletag, 75% of our lives spent on that.
