Decisions made by the US government of the day have less and less effect on the rest of the world as the EU and China grow in economic strength and influence. The scientific community has pretty well disregarded this one, though my sources tell me Mayo is a bit hacked off. It's not going to have a meaningful effect on IP vis-a-vis the rest of the world - US companies will just do their research off-shore or via hands-off subsidiaries abroad. Shrub's just blocked a couple of on-shore labs that were probably too expensive anyway.
