I just called Disney Corporate this morning and asked the same question (I
called the office I work through as a IP).  You are correct about COP.  The
reason it was kept open is because more WDW employees are "full time" rather
than "seasonal" (which is the case with DL)... and even the slightest safety
"infraction" and the employee is pulled off the ride.  So they tend to put 
he
most experienced cast members... or the kids that can "obey the rules".  Too
bad that did not work here in California.
According to Disney Corporate, DL's hardware is going to be ripped out as 
art
of the renovations... so no more California Carousel (This is entirely due to
the safety problems... DL has had accidents... WDW has not had any major
accidents on the COP).
So that is the word from "Eisnerville" (just around the corner from "Toon
Town" but it is hard to tell the difference) =:-)
