RJ>:-) IIRC, that was off a university web site and the author was a professor at that university. I believe he was talking about how the software principles used affected the software produced. That software was then purchased by the government (the US or Canada or somebody, I can't say I remember which government). The government then used the software it had just purchased for public safety and welfare.
