Hum. OK....

The reality is that people have realized that the US is leaving anyway so
what's the point in even dealing with it?

Britian found this time after time during the "Retreat from
Empire". Once you say "right then we're off" even if you
give no date etc then the locals realise that at some point........&
then the only real players are other locals.
