I don't see that as differing significantly from Phil's view. You both say
that Saddam was doing a good job in difficult circumstances. Where you
differ is in whether Iraq and its people are now, or are going to be in the
foreseeable future, better off without him.
My point about the African nations was that there are countries and people
much worse off than Iraq. If the US is serious about spreading democracy by
force of arms, there are more deserving places to start.

It certainly enjoys better support from its people than the regimes of many
other countries, no thanks to the efforts of the CIA.
