However this has the hallmarks of the "logistics/deniability chain
approach" aka "we gave money to Bob who said he'd give some to
Frank....we had no idea who Frank would give some of the money to &
we're as shocked as you are" etc.etc.


Keeps em out of trouble with Musharraf in particular.
