the phone company lied. ;)     I have a similar problem here in the UK..  I
have 2 lines but I can only get 33600/33600 on ONE of the lines, the other 
ne
is always 31200 with about 1 in 30 calls being a 33k6..   I've had engineers
checking out both the lines, i've had gain increased on the poor line but the
phone company say nothing is wrong with it..    I think that the line is just
not as good quality as the other one and the phone co cant find the problem..
