After reading your descriptions of the punishments handed out, I
don't blame you for taking some action.

Typically we discipline young children by giving them some time out
- perhaps a seat in the back of the classroom for a while, or in
severe cases, we might put the child in a detention room with only a
teacher aid.
Corporal (physical) punishment is outlawed in New York State -
teachers may only grab a child roughly to protect themselves or
another child. Unless your son's behavior was bad enough to warrant
the teacher taking physical action, it seems you have a legitimate
gripe. If a teacher in our state were caught dragging young children
around without just cause, or if a teacher were found to be forcing
children to disrobe in public, most likely the teacher would be fired.
I don't know the law in New Zealand, but have you sought the advice
of a lawyer?
