Bill Your best bet to get autocreate would be to Use Fastecho as your 
tosser for elebbs , I run it and it auto creates the Message areas 
For my Ele  In Jam format only thing I really have to do is for 
different networks is i have to go in a change the Network it is 
assigned to  on each message area it creates that is not fidonet 
I have no issues with my Allfix 5.3  Creating a Message in each 
message base I choose for the File announcements , but thats about it 
 Fastecho would be the way to go , and Im getting pretty good at 
setting it up
