It's a comparison between Bush as gubernatorial candidate in the early
1990's and then as a presidential candidate.  In the former, he's clearly
in complete command of the language and speaks briskly and confidently as
he marshalls his arguments.  In the latter, not so much.  Very much
"not so much".

The vid has an agenda.  So what!  It's the comparison that is striking and
the agenda simply gets in the way of that.
