No state structure?  They certainly had a governing group (the head honcho
was called the Chief -- hey!  there's this neat song called "Hail to
the Chief", you may have heard it occasionally ); they had
defined territories; they had battles when one group crossed into another's
territory; different groups had different languages and social customs.
