Jim,

Given the facts you've reported so far, it looks like the fans may be 
the problem. It wouldn't be the first time the wiring of the plug on the 
fans didn't match the pins on the board. I had one mobo that would shut 
off the power if the fans failed. What it detected was the rotational 
speed. The board would not even boot because, while I could see the fans 
turning, the lead that reported the speed was not in the right place.  I 
don't remember which two wires I switched, but that was all it took.

I also don't remember who built the mobo, but they quickly released a 
new bios with a toggle for that "feature"!
