Now that I know you are using the PCI aware version of com.sys, this is
not surprising to me.  If pcidev.tbl lists your modem, the driver will be
able to configure it without any command line options.

Without looking at the source code, it is not immediately obvious why this
is the case.  Perhaps, the driver will only configure 2 COM devices
automatically.  This would mean an additional COM devices would need to be
configured on the command line.

This really should work.  Perhaps there's a defect in the driver.

It's possible, but unlikely.  You can check this yourself.  Enable the
second port, reboot and run pci.exe.  If the modem is shown in the output,
a properly writting driver will have no trouble using it.
