Yup if they have parachutes hung off the arse & can quietly drift down
then it can be higher however drifting down on a chute from 30K feet would

(A) Take a while &

(B) Be subject to some wind drift.

What I like about this is the comments wrt:

So........it gives glide delivery capability of 50 miles or so to.....

Esp interesting wrt dumping mines esp esp where tied into a gps system so
the glider can plonk em down in exactly the right place.

Or it could dump mini SOSUS style beasties thus meaning less of the SSN
"close to shore" stuff.
