I can't help but think about the part that says anyone can modify any
code.... Yeah, its cool, but with ego-problems, and typically there is
plenty of ego-problems in any work site...  Here's what I expect that to
mean:

Programmer1:  This code looks too complicated, too hard to maintain, 
              I'm going to re-write it to make it simplier.
Programmer2:  This code is ridicously slow, bloated, uses way too 
              much memory.... I'm going to optimize it.....
Programmer1:  What?  Someone modified my code and put it back to
              that cryptic looking stuff?  I'll fix it back....
Programmer2:  Huh?  What did I forget to save it?  Oh well, I'll
              make sure I save it this time....
Programmer1:  Gosh Darn it, what is this guy an IDIOT?  I didn't 
              re-write the code for my health!

Net result is after 30 years we get version 1.00 and win the award for
the most number of changes to software with the least number of
features!
