Sorry, but wrong answer. I did finally get someone to grab "Goals
2000 Educate America Act" off the internet for me. The file was
almost half a meg. I also got a  hardcopy in the mail, 155 pages. So, no,
this is NOT a short document. It is (quite literally) an act of Congress
which everyone knows is anything but "short".
