 TH> 1791. The Tenth  Amendment restates the Constitution's principle of
 TH> Federalism by providing  that powers not granted to the National
 TH> government nor prohibited to the  states are reserved to the states
 TH> and to the people.

That one and the Ninth Amendment (The enumeration in this Constitution of
certain rights does not deny or disparage other rights retained by the people)
are generally ignored by the congress - both houses, the executive - up to and
including the president, and the judiciary - up to and including the Supreme Court
- in this country.
