Here in TN, recent audits have shown budget money for unfilled personnel,
and then by the end of the fiscal year, that money is all of a sudden
"gone", either in Bonuses, or re-classified, even though the
positions were never filled.

Another big boondoggle going on right now, is the state will issue a
drivers license to ANYONE, without proof of citizenship or proper
immigration papers.  Illegal Aliens can obtain a valid TN drivers license. 
Original excuse was that way they'd have to learn the TN driving laws, and
have insurance.  When that was proven to be false, and most were driving
without any insurance, the latest excuse is "we need the money". 
The money amounts to about 150,000 per year for the 6000+ licenses issued. 
There was a bill in the legislature to RAISE the drivers license fee $0.20
and eliminate the ability of illegal to get a drivers license.  Revenue
"neutral".  Defeated.
